Getting them coats and leaving them in the wet will only get them killed, and you possibly arrested. I don't know what your animal cruelty laws are there, but in most first world nations the conditions your dogs are in (unable to reliably escape the elements due to inadequate shelter) is a criminal offense punishable by fines and jail time.
